Finance

Responsibilities


The Finance Division is responsible for the day-to-day operations for cash management, banking, and investment functions. Finance also monitors the operating budget for all the City's funds and departments, and is responsible for the financial administration of grants. The division prepares, and updates financial policies and procedures and assists City Management by providing support through special reports, financial forecast, and other financial information.

Utility Billing


The City of Douglas Utilities Billing is responsible for establishing and maintaining customer utility accounts. The department bills approximately 5,600 active accounts each month for water, sewer, and garbage collection services provided by the City. Our goal is to provide our customers with a high standard of courteous and effective service responsive to the individual customer's needs. For more information view the Utilities Billing page.


Ambulance Billing


The City of Douglas Ambulance Billing Division is responsible for the billing of City of Douglas Fire and Ambulance Service transports. The City currently uses a third party billing contractor to perform this function. For any questions regarding your bill please contact Wittman Enterprises at 800-906-6552 and you may also obtain account information on the Wittman Enterprises website.

Payments for an ambulance transport must be remitted to the City of Douglas at:

Payments are accepted Monday through Friday from 8 a.m. to 5 p.m. We accept debit/credit card. Check payments must also be remitted to the City of Douglas and mailed to City Hall.

Purchasing


The Purchasing Division assists departments in obtaining informal and formal bid and quotations for the procurement of materials, supplies, and services, based upon availability, quality and price. The procurement process includes preparing bid specifications, tabulation, and conducting bids proceedings. The division also assists in managing the City's assets and arranges the sale of City surplus materials, supplies, and equipment in compliance with State Law and City Charter.
